利用国外直接投资来调整本国产业结构,可以看成是借用一种功能资本来改变现有产业的存量构成和增量构成。外商在大陆的直接投资对我国的资本形成、外贸出口、技术吸收等方面的作用不容低估,其所产生的产业联系效应更具有超过直接投资自身价值的意义。但目前我国的外资规模还远远不足以弥补资金缺口。本文提出“发展极”战略,试图从决策角度,对利用外商直接投资的现行政策作一番选择,以便使外商直接投资对我国的产业结构调整发挥最佳功效。

[Using foreign direct investment to change the domestic industrial structure can be considered as a method of changing the reserve structure and the increment structure of the existing industries by means of borrowing functional capital. Therefore the effect of the foreign direct investment on China's capital, formation, exports and technical absorption should not be underestimated.
